City Manager


The National Capital District Commission Board is accepting expression of interest for the role of City Manager.

The National Capital District Commission Board seeks applications from suitably qualified and experienced persons for the position of City Manager, based in Port Moresby.


This position is responsible for the implementation of the board’s decisions, policies, visions and strategy of the Commission; essentially to achieve the broad aims and intentions of the NCDC Act through the strategic direction of the Commission Board and Governor.


  • Civil Engineer or Degree equivalent with 20 years’ experience in Management and Government environments.
  • Knowledge to deliver the planned projects in the next four years such as transforming settlements into suburbs, improving quality of infrastructure for Motu Koita Villages, community policing, Law & Order, Public Transport, Public Health, Education, and enforcement of municipal laws.
  • Strong interpersonal skills and ability to communicate at all levels.
