Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organisation, founded in 1971 and working in 70 countries around the world. MSF provides medical assistance to populations in crisis, regardless of race, religion, belief or political affiliation. In PNG, MSF is supporting the Department of Health to improve access to care for tuberculosis patients in Gulf Province and NCD Province.

Job profile

  • The TB doctor is responsible to ensure the overall quality of clinical care (DS and DR TB patients) and that protocols are followed at project site. Together with TB expat medical doctor s/he leads the medical team (HEO’s), collaborates with the different MSF departments and with the NDOH doctors/HEO’s on the project site to ensure comprehensive patient care.
  • S/he analyses the results and impact of the medical activities and discusses propositions with the Medical referent.

In order to carry out the tasks, s/he will receive medical technical support from the Medical Referent and expat TB medical doctor

Specific roles

  • To undertake clinical consultations in the TB Clinic: screening, examination and diagnosis of Tuberculosis in TB Clinic at Gerehu District Hospital and ensure early diagnosis, identification and timely enrolment of TB patients in coordination with MSF multi-disciplinary team, partners and NDOH counterparts according to program guidelines and set diagnostic algorithm.
  • Provide technical support to the outreach team, collaborating with the assessment of complicated cases in the BMUs of NCD North West or patients in DR Home DOT
  • Ensure quality treatment for DS and DR TB patients using protocols in place.
  • Assist Medical referent in providing continuity of care for referred TB patients to PMGH. Activities may include communication with PMGH physicians by phone, and attending ward rounds.
  • Participate in patient case review at Gerehu District Hospital and in the decentralized health facilities as necessary together with MSF/ NDOH staff and make suggestions.
  • Suggest and organize referrals / specialist consultations and follow up’s as applicable.
  • In close collaboration with the NDOH counterparts, ensure timely enrolment of patients following assessments, define treatment plans and follow up of overall case management including defining treatment outcomes.
  • Conduct monthly DR case reviews; ensure that critical cases and other issues are followed. Use TB guidelines as reference and discuss with Medical referent.
  • Ensure close monitoring for side effects and follow appropriate interventions.
  • Contribute to development of tools and guidelines as required.

Recording and reporting

  • Provide all medical documentation for individual cases (registration and forms), collaborate with the update and timely transfer of files into the databases ( Bahmni and TB baseline)
  • Support NDOH capacity building in terms of supervision, documentation and reporting based on the program objectives and needs.
  • Ensure updating drug-o-grams of all DR-TB patients under treatment

Participation to other project activities

  • Coordinate and ensure good links with other departments at Gerehu (lab, pharmacy, HIV clinic, wards)
  • Be involved in operational research as needs arise.
  • Participate in quarterly cohort review to evaluate the treatment outcomes together with Medical referent and Expat TB medical doctor.

Skill and qualifications

  • Mandatory: Medical doctor with clinical experience in tuberculosis. Experience in DR-TB management, specialization in pulmonary, chest medicine and/or infectious diseases are desirable.
  • Interest in epidemiology and data surveillance is a plus.
  • Fluency in English (written and spoken) is mandatory. Good knowledge of local language (Pidgin).
  • Essential computer literacy (word, excel)
