The management of South Pacific International Container Terminal (SPICT) and Motukea International Terminal (MIT) wish to clarify to the market the nature of terminal handling charges in SPICT and MIT.

Under the Regulated Tariff issued by PNG Ports Corporation, SPICT and MIT are permitted to charge ‘stevedoring’ to the shipping line and ‘Handling’ to the importer/exporter.

It has come to management’s attention that certain third-party billing formats misrepresent of the level of SPICT and MIT ‘handling’ charges because many invoices issued to Importers and Exporters combine different charges along with ‘handling’ as one line item.

In order to ensure total transparency and visibility of what charges and what amounts SPICT and MIT invoice to the Importers and Exporter of PNG, please see following table:

* The tariff is exclusive of GST and other relevant taxes as and when applicable in accordance with PNG law.

* Other charges for special cargo such as, but not limited to, Hazardous, Reefer, Out-of-gauge and/or Heavy Lift may apply.

* Handling charge has only been updated once (in July 2021) since SPICT and MIT started operations in PNG (2018)

For easy reference, see below a practical example that could be of help for your understanding:

When a full 20ft dry container is discharged in SPICT, and assuming that such container is gated-out from SPICT within the five days Free-Time allowed, the only charges that you as an importer will settle with SPICT are the following:

  • Handling Container Delivery Full Dry: PGK 428 excluding GST
  • ISPS (International Ship and Port Facility Security) Fee Import Full Dry: PGK 30.99 excluding GSTAll SPICT and MIT charges are public and can be easily found in our webpage: SPICT and MIT do not, and cannot, charge ‘Wharfage’.Any charge (and amount associated to such charge) different from the ones published in our website are not invoiced by SPICT or MIT.Sincerely,
Robert Maxwell – CEO ICTSI South Pacific
